Requirements in the utilities and waste management industry are a result of the numerous laws, regulations, guidelines and action recommendations. These are usually consolidated in a QM or operating manual. They specify how to handle external requirements and dictate the necessary measures; ideally they are accompanied by additional work procedures that are not necessarily the result of legal stipulations.

It has been our experience and it has proven to be a great challenge to adequately communicate these requirements to the personnel concerned, to provide them with traceable information when changes and additions occur, and then train them or possibly give additional instructions. Plus, most of the time there are no concrete procedures or processes in place in a company that would facilitate a straightforward but effective handling of these requirements.
